There are no laws that I'm aware of that require insurance for pilots to fly hang gliders or even airplanes. In fact, every state has what are known as "Recreational Land Use" statutes that protect land owners from being sued for people who are injured on their land (typically when not invited and not for pay). But USHPA has made a business out of convincing land owners (and some pilots) that their insurance is needed. USHPA does not push the use of the existing Recreational Land Use statutes of each state because that would make USHPA USHLESS.
