Simpler than Ben Eater's SAP-1?

This video series contains an alternate way to build a computer similar to Ben Eater's SAP-1 (Simple As Possible). This version uses much larger ROM memories to implement a state machine rather than many of the discrete logic chips in Ben's design. Is it really simpler? I think that's a matter of perspective.
