Using extant launch-area squishy sand:
Anchoring front and back end of a tensed sturdy canvas and having slight spikes on one's shoes might give excellent traction for running a wing when wind is low or nil.

Get the shovel going. Build a sand ramp. then place the taut canvas on that sand ramp.

Have near-shore far-field pulley be driven by friend who runs parallel to shoreline using the advantage of wet sand for traction.

1. The bike path on the north half of the launches is immediately close to the launch level; then the level to slope edge averages on the north launches about two HGs worth; that is, let wing spans parallel bike path and slope top edge, then things are very crowded.

2. Bill, I am not sure I understand about the wheelchair. I here will take a try on a couple of scenarios:
A. Electric wheel chairs are allowed on the bike path. Have a group of electric wheelchairs pull a tow line through a far-field pulley to launch a HG; then give lessons to each wheelchaired person?
B. Use far-field pulley and drive tow line via persons-pulling to tow up a wheelchaired person? Do this free. There are beach balloon big wheel wheelchairs at some beaches.

Nice find, Bill !
There been several points in the hang gliding literature about artificial walls, slopes, and curtains. Indeed there can be some experiments at Dockweiler. Keeping costs down and safety up will be part of the picture.

There is a family of methods that aim to use the wind to help form walls/slope/ ...
1. Well anchor with soft sandbag anchors a billowing line of sails.
2. Cable between posts edging the bike way and then set sails to form a fence that causes the wind to rise up over the sail fence.
3. Friends could be fence posts holding a fencing sail taut between the two friends (or more than two). This could be temporary just for one flight at a time; then the sail comes down. The bottom of the sail could be sand anchored.
