I know a friend who had done this using a gas powered hang glider. He launched and landed from an inland site, but used power to get to Torrey where he could soar unpowered.
I think this is a super idea, but the land that we call "Torrey" is our land. It's owned by the people of San Diego. It should not be given to any person or organization to use in a discriminatory manner. That needs to be fixed regardless of other alternatives.
By the way, we have a topic on the forum titled "Look Ma, No USHPA" which is meant to highlight sites that are available without requiring USHPA membership. I posted my recent flight at Horse Canyon to that topic. Yesterday, when I was at Torrey, Robin Marien (concssionaire) mocked my inability to fly Torrey by shouting out "Look Ma, No Torrey" to me. Again, this needs to be fixed regardless of other alternatives.
