New USHPA Requirement for Chapters

) that USHPA has added another requirement to their Chapter regulations:
ALL USHPA Chapters SHALL participate in ALL USHPA Retaliation
Of course, they didn't quite word it that way. They were a bit more subtle and quietly tacked it on to the end of SOP 06-01.03 (D):
It appears that last sentence was added within the last year. Is there any record of who introduced that motion? Is there any record of who voted for that change? If you happen to be a USHPA member, drop them a line and see if they'll tell you who is responsible.
If there's any remaining doubt as to USHPA's dishonesty, read the introduction to that SOP:

Chapters are "autonomous organizations" and "self-governing" ... except that USHPA can decide who your officers are.
