I've often thought it would be a good idea to create a ridge-soarable landfill somewhere in the flat lands. It could be shaped in a circle, triangle, or n-gon so that the best winds have the most exposed surface, but there's a portion that's soarable in any wind. The best thing about that idea is that the landfill itself will always be downwind from the flying site.   

P.S. The fact that the UAE makes plans to build mountains and we'd be happy with a well-shaped landfill gives testament to how far we've fallen.
