The observations about body language are very good. I believe there are many very good officers out there, and I've met some of them on the San Diego police force. But there are also some very bad ones who I believe are drawn to the power that the job gives them.

I agree Bob. In all fairness to the police, the arms crossed body language might simply be that the police do not want the public to think that their hands are down at there sides ready to access their weapons belt. A display that the public has nothing to fear.
I've noticed officers grabbing the top edge of their bullet proof vests which more than likely is a different display that the are not seconds away from drawing a weapon. The conspiracy people will think it is an effort to cover up their name tag and badge number.
I will admit that it has to be a difficult thing to present a less threatening figure when one has brought a weapons belt to a possible fist fight.
